About Quartz Stairs

They are purely cosmetic. Quartz stairs do not give off light or interact with redstone, so they are best used for floors, steps, rooflines, and modern builds where you want a smooth, pale finish.
How to get Quartz Stairs
You get Quartz Stairs by making them yourself. The usual route is to mine Nether quartz ore in the Nether, craft four Nether Quartz into a Block of Quartz, then craft six blocks into four stairs. If you have a stonecutter, you can cut one Block of Quartz into one stair, which is more efficient. They do not generate as a block you can simply find and mine in the world.
