About Dried Ghast
Dried Ghast is a shrivelled, collectable Ghast block. It does not move or act on its own, but you can place it in water to wake it up. Over time it rehydrates and turns into a Ghastling, a small passive Ghast you can raise.
How to get Dried Ghast
There is no crafting recipe for Dried Ghast. You get one by exploring the Soul Sand Valley in the Nether, where they generate among Nether fossil remains. Break the block and carry it home, then set it in water to start reviving it.
