How to get Packed Ice
You can craft Packed Ice from nine regular ice blocks, which is often the simplest route when you have a frozen lake nearby. It also generates naturally in frozen oceans and ice spike biomes, where it forms icebergs and the tall ice spikes themselves. To collect natural packed ice you need a Silk Touch tool, otherwise it breaks and drops nothing.
